It depends on the system a bit and BIOS firmware I think, some are tweaked more aggressively with speed stepping than the older generations I get the impression.

I can set the CPU frequency fixed but very, very low and everything is still fine, but allowing throttling of any kind: pop city. I run PT on a 6 core high end desktop and even on it any kind of CPU throttling makes PT very unhappy. What PTQ really hates is any kind of power saving CPU throttling. Yeah I unlocked the new "ultimate performance" setting via registry tweak and use that.
